Oleg Kotsar

Education

Oleg KOTSAR graduated from the Kyiv Polytechnic Institute in 1987 with a degree in “Power Supply of Cities, Industrial Enterprises and Agriculture”. In 1993 completed extramural postgraduate studies at the Kyiv Polytechnic Institute. In 2005 defended the Candidate Thesis “Improvement of Methods and Means of Information Support for Control Power Consumption Modes Tasks of Industrial Enterp rises ” at the Specialized Academic Council of the National Technical University of Ukraine “Kyiv Polytechnic Institute” with a degree in “Electrical Complexes and Systems” (diploma of Cand.Sc. (Eng.) DK 032223, protocol dated December 15, 2005 No. 97-08/7). In 2012 he confirmed the title of Associate Professor of the Power Supply Department (Assoc iate Professor Certificate 12DC 032663, protocol dated October 26, 2012 No. 6/02-D).

Professional activity

After graduating from KPI, Oleg KOTSAR worked on positions engineer – leading engineer of the Automation of Power Consumption Management Department of KPI and taught the computer technologies at the Inter -Branch Institute of Postgraduate Education (IIPE) of KPI. In 1991 he founded his own company. Since 1995 to 2007, he worked on position vice -president of the joint -stock company "Informational Energy-Saving Technologies". Since March 1, 2007, he has been working on position associate professor of the Power Supply Department of Igor Sikorsky Kyiv Polytec hnic Institute.

Since 2012 he has been a certified associate professor of the Power Supply Department.

Since 2015 to 2023 he is the director of the Training Center for Energy Management

(TCEM) of the Igor Sikorsky Kyiv Polytechnic Institute. Since 2018 to 2023 he is the deputy head of the certification commission of Igor Sikorsky Kyiv Polytechnic Institute for professional certification of persons who intend to carry out activities related to building energy efficiency certification and inspection of engine ering systems. Oleg KOTSAR carries out the pedagogical, scientific, engineering and training activities, created the websites of the IEE International office (http://io.iee.kpi.ua/) and TCEM of Igor Sikorsky Kyiv Polytechnic Institute (https://tcem.iee.kpi.ua/).

Engineering experience

Since 1983 Oleg KOTSAR has been working in the area of development, design, implementation and maintenance of smart systems for measurement, metering and energy management (SS4MMEM). He personally participated in the implementation of SS4MMEM at over 300 power plants and indust rial enterprises in Ukraine, Kazakhstan, Uzbekistan, Poland, etc. He has experience in developing energy management systems, conducting energy surveys and implementing energy -efficient technologies. Among other:

• Development and Engineering the Automated Sy stem for Monitoring, Metering and Energy Management on Kazakhmys Corporation, Kazakhstan, chief project manager (1990 – 2003);
• Development and Engineering the Automated System for Commercial Metering in the Wholesale Electricity Market of Ukraine, chief project manager (2003 – 2018);
• Development of technical requirements and pre-design studies implementation for the precise time system and a subsystem for ensuring the measurements synchronism construction in the Wholesale Electricity Market of Ukraine, chief project manager (2006 – 2008);
